Timothy McGowan is an Adjunct Faculty Member at Chabot College. He joined Chabot in August 2025 and teaches Engineering 10: Introduction to Engineering. He brings more than 30 years of civil and environmental engineering experience, primarily with the East Bay Municipal Utility District, where his work included water distribution planning, hydraulic modeling, pipelines, pumping plants, storage tanks, treatment facilities, seismic upgrades, construction management, budgeting, and public outreach. He earned a B.S. in Civil and Environmental Engineering from the University of California, Davis, and is a licensed Professional Civil Engineer in California. He also serves as a board member for the Castro Valley Sanitary District. His teaching emphasizes how engineering principles connect to real infrastructure, public service, and career pathways for students.
